15Gaara
Prior to his redemption at the hands of Naruto, Gaara was feared as a monster by the inhabitants of the Hidden Sand Village. Being the jinchuriki of the One-Tailed Beast gave him great power but also made his life a living hell.
From a young age, he was the target of several failed assassination attempts. As a result of the hatred he faced, he became easily driven by rage and power drunk, deriving joy in snuffing the life out of those who dared to attack him.
14Kakashi Hatake
Kakashi was also integral during the Third Shinobi World War and one of the most prodigious and enigmatic ninjas to grace the Hidden Leaf Village. He killed enemy ninjas during the war, but what stood out was the death of his friend, Rin, by his hand, earning him the name “Friend-Killer Kakashi.”

Hidan believes that the true purpose of a shinobi is to kill. This ideology has led him to commit numerous atrocities throughout his lifetime. When his village, Yugakure, was being reduced to a tourist site, he absconded, but not before killing his neighbors in cold blood.
He became a worshipper of Jashin, a god of death and destruction, to whom he has dedicated many human sacrifices; one of them is Asuma, who led Team 10. As a result, he obtained immortality and has amassed several casualties over the years.

Tobirama Senju, the Second Hokage, was well-known for his high-level intelligence and strength, creating techniques like the shadow clone technique, the forbidden reanimation jutsu, and the flying thunder god technique Minato was renowned for.
Born during the Warring States era, Tobirama was thrust into a life with just one rule, kill or be killed. When the eight-tailed beast needed subduing, A could take it on and win singlehandedly. Notably, during the Third Shinobi World War, A fought against a relentless onslaught of ten thousand enemies, holding them off and buying precious time for his comrades to escape safely. He killed several thousand of them before dying due to exhaustion.
10The Nine-Tailed Demon Fox
The nine tails started outas an antagonist of the series, and during this time, he was a known menace. Prior to getting sealed Naruto, he was on the frontline of an attack on the Hidden Leaf Village led by Obito, which claimed the lives of ninjas and civilians alike, including both Naruto’s parents.
His sheer destructive force and chakra volume made him the most powerful weapon in the world, coupled with his hate for humans and bloodlust, He was easily manipulated into unleashing destruction on the village.
9Itachi
The once-hated brother of Sasuke became beloved after the true motive for his actions was brought to light. He had to commit genocide against his clan on the orders of the head of the dark side of the village, Danzo.
He was a prodigy who had an IQ on par with that of Kage since he was five and joined the Anbu at the age of twelve. He totally wiped them out with the help of Obito on the condition that they would let him keep his younger brother, Sasuke, alive. Healso joined the Akatsukiand committed some atrocities with them.
8Minato
The Yellow Flash of The Leaf was touted as the hero of The Third Shinobi World War for his heroics. He instilled so much fear into the enemies that they got a flee-on-sight order for him as fighting him would only result in a forfeiture of one’s life.
His Flying Thunder God technique,on par with the lightning-fast Raikageand the S-rank jutsu he created, made him revered in the shinobi world. He once stopped the Hidden Stone’s invasion, which consisted of a thousand ninjas, killing hundreds of them and gaining the respect of the Kage Ohnoki.
7Orochimaru
Orochimaru is an unethical scientist and a former student of the Third Hokage, and one of the Legendary Sannin who unfortunately lost his way. Helearned all the forbidden jutsu, left the Leaf Village to join the Akatsuki, and attempted an unsuccessful attack on the village.

6Kakuzu
Kakuzu is a rogue ninja from the Hidden Waterfall Village, who made a living as a bounty hunter. He was recruited to the Akatsuki to help with their quest of collecting all the tailed beasts, and also manage their finances. He had also been alive since the time of the First Hokage.
He used the hearts of the people that he killed to expand his arsenal and his lifespan. He has also killed at least four of his Akatsuki teammates due to his short temper, which is why the immortal Hidan proved to be a perfect fit for him.
