Founded by Agoni, a multi-millionaire after his grandson was saved by a mysterious being years ago, the Hero Association has been a staple in theOne Punch Manseries that keeps tracks of and manages all heroes from all cities. The Hero Association also does not work together with the government and is funded by donations and funds from businesses supporting the cause.
The Hero Association also created the National Hero Registry which is a tracker that keeps tracks of heroes and their achievements. To separate the heroes according to power and rank, the Hero Association also came up with classes to categorize them into, the classes were C, B, A and S, withS-Class being the strongest.

Reasons For Existence and Threat Classifications
The Hero Association is how the public and heroes know when a city is being attacked by monsters, they also have staff who are working around the clock monitoring heroes and finding out vital information about probable attacks. Although privately funded, the Hero Association is well protected with military level protection to ensure the safety of the staff. When it comes to announcing the levels of threats to the public, the Hero Association has classified the threat levels according to how dangerous the threat can be. The first and lowest level of threat is known as ‘Below Wolf Level’ threat, that signifies no real danger to the public and is initiated by extremely low-level monsters or villains, second is the ‘Wolf Level’ threats, which is a step up from the previous threat and although still does not pose a real danger, is still a threat which needs to be stopped as monsters or villains in this category is capable ofcausing serious injuryand damage to the public.
Following up with this is ‘Tiger Level’ threats, now these threats are ones to be worried about as the villains are even more powerful and are capable of even more chaos or possible deaths to innocent lives, this when B and A-Class heroes are called in to fight and protect the public. ‘Demon Level’ threats is the next level in threats that poses a huge risk as villains in this category are extremely powerful and can cause massive damages, Deep Sea King is an example of a Demon Level threat, but obviously stood no chance against Saitama.

This leads tothe final two levels of threats which is ‘Dragon Level’ threats and ‘God Level’ threats. ‘Dragon Level’ threats is known to be classified as one of the highest level threats in the entire series as the villains are monsters with insane levels of resistance and power and are a challenge to defeat even for S-Class heroes but again stands no chance against Saitama. Last but not the least is the ‘God Level’ threat which is the cream of the crop and the highest level of danger in the One Punch Man Series, these monsters usually have high possibilities of ending the world. The Hero Association and its purpose in classifying these threats plays an important role in determining thelevel of a threatand what action to take.
What Does It Take To Become A Hero?
In order to become an official registered hero and part of the Hero Association, a potential hero will need to go through two tests which consists of a fitness test and a writing test, the fitness test is an exam that evaluates the physical abilities of an applicant such as reflexes and strength, the written portion of the test is not clearly explained in the series but is assumed to be an exam which tests the ability tounderstand if an applicanthas the right attitude towards justice.
Once an applicant passes an exam and becomes a hero, they will be compensated according to the amount of hero work they do and also will receive a ranking based on the results of the physical and written tests. Heroes can move up the rank based on their achievements and public image.
